actica consulting robin davis is an independent government advisor and technology advocate, who has advised government bodies and many public safety agencies around the world on the deployment of large scale leading edge technology projects and programmes. specific to mission critical communications he has a detailed understanding of operational systems, lte, tetra radio, broadband and complex control room integration. his experience covers working across the uk, europe, the middle east, india, thailand, singapore, hong kong, australia and new zealand. he is a specialist in providing business case justification, benchmarking and procurement support for complex technology programmes and is currently advising various government, public safety, transport and utility organisations. robin is currently chairman of the tcca transportation group, a role he has undertaken for the last ten years. john dundas john has been working in radio communications for over 30 years starting with the military and moving into the pmr world on leaving the military. he started his own consultation business in 2015 providing radio communications and spectrum consultancy. his main work is now supporting mega sporting events with past projects in canada, brazil, australia, europe and currently working on one in japan. he follows all the new technology trends as these make their way into these mega events, and innovation can help solve engineering problems and budget constraints. communications is critical to these events with anywhere between 15,000 to 30,000 devices being used. dr. barbara held - federal agency for public safety digital radio (bdbos) barbara held is currently head of directorate operations at the german federal agency for public safety digital radio (bdbos) which is responsible for running the digital network and the tactical coordination with the users. she has joined the bdbos in august 2012 as head of directorate general affairs. following her academic career in communication science at freie universität berlin, barbara held was hired in 2000 by the german federal ministry of the interior (bmi) to work for the federal coordination board for the ict in the german government (kbst). among her tasks was the promotion of open standards as well as the management of several egovernment projects. from 2004 to 2008 barbara held was seconded as national expert to the european commission (dg entreprise and dg informatics) covering various topics in the area of cross-border data exchange. back in berlin she became member of the unit “police information matters” in the bmi,serving as head of the german delegation in the relevant eu-council working groups (schengen and dapix). in 2012 barbara held attended a six month course in “international security policy” at the german federal academy for security studies (berlin). she holds a phd in communication science and is board member and director of the tetra and critical communications association (tcca). kevin graham - atf and natf kevin is qualified electronics engineer with over 35 years’ experience in project and systems engineering, sales / marketing, and general and executive management for private and public multinational companies. for the past 15 years, he has run his own executive management and engineering consulting company global digital solutions. the majority of his working career has been spent in the telecommunications sector and more recently in mining and industrial mineral processing sectors. his career involved a broad spectrum of markets and geographies within enterprise, industrial, mining, government, public safety, defence, rail and other transport and utility customer bases. kevin established and chaired two regional industry associations for tetra & critical communication in australasia (since 2000) and north america (2012-2015), was past president and board member of the australian radio site owners and users associations (now arcia).he remains director on the australasian tetra and critical communications forum and holds executive positions on the board of several companies in singapore, australia and advisory to entities in new zealand and usa. tj kennedy tj kennedy is one of the co-founders and principals of the public safety network. tj has had a 15-year career in wireless technology and general management and, prior to the public safety network, was the president of the first responder network authority, known as firstnet, an independent government authority charged with creating the first ever financially self-sustaining broadband nationwide network for public safety. tj led firstnet from a start-up inside the united states government to become a $40 billion public-private partnership (ppp) that is governing a mission critical 4g lte network in all 50 us states, 5 territories, and the district of columbia. this ppp is the largest ever in the united states and is now providing prioritized and preemptive public safety communications to law enforcement, fire, and emergency medical services personnel. prior to joining firstnet, tj was the president of raytheon jps communications and led the public safety business at raytheon company. countries around the world are learning from the firstnet model and are looking to emulate its success. technology companies seek tj’s advice on how they can create the internet of life saving things (iolst) and how to encourage public safety to embrace technology to enable the ways they respond, interact, and serve the public in its greatest time of need. as a reliable and dedicated leader, tj has defined and achieved organizational excellence and created complex business strategies that have achieved incredible results while working in a political environment with diverse stakeholders. tj received his b.s. from the university of utah and his m.b.a. from johns hopkins university. richard lambley -
